The Indian Government’s Ministry of Road Transport and Highways (MoRTH) has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, calling it the Third Amendment 2025.
Cash payments will pay 100% more fee, while UPI payments will pay only 25% fee. This step is to encourage digital payments at toll plazas for vehicle users without a FASTag. The rule will be applied from November 15th, 2025.

What is The Revised Rule and Date?
According to the MoRTH’s revised rules, vehicles that do not have a valid FASTag will be charged 2x the toll fee if they pay via cash.
However, if the user pays using the UPI service, the charge will only be 25% extra than the applicable fee.
For exchange, if the toll fee is Rs. 100, then for cash payment, the non-FASTag user will have to pay Rs. 200. But, if the same user pays via UPI, the fee will be Rs. 125.
